When mechanical plans are required, they’re prepared and filed by a New York State licensed Professional Engineer or Registered Architect, meaning a design professional authorized to submit plans to the city.

Replacing a unit in an existing wall sleeve generally doesn’t require a Department of Buildings work permit. A new wall opening, electrical circuit, or first-time installation may require one. The exact requirements depend on the proposed work and the property.

Co-op and condominium approval is separate from the city permit process. Building boards must complete a formal attestation in DOB NOW, the Department of Buildings’ online filing system, before a permit filing can proceed. For a landmark property, a Landmarks Preservation Commission permit is also required for covered HVAC work in addition to any required Department of Buildings permit.
